Delete Aws environment

Queues provider infrastructure deletion. Creating, pending or already deleting environments conflict. Poll environment/jobs for completion.

Requires every scope: environments:delete.

Authentication

JWT returned by POST /api/auth/token-exchange. Amazon and authorization invitations require API-key-derived tokens.
